Because the boat sat idle for a number of years with the obvious leaks that are around many boats, especially stanchions, windows, etc. The interior cushions would be wet, hold that moisture and eventually transfer that to the underlying bunk boards. I purchased 2 4'x8' pieces of 6mm Maranti and cut out new pieces.
